Management of High Risk Children and Young People
What's Important To Us
Careful planning and case management of "high risk" children and young people is required in order to effectively manage and mitigate risks to themselves and others. Clear timeframes, responsibilities, and reporting for key operational staff have been developed and put in place. This will assist and support families to manage their children and young people in the community or residential care.
"High risk" children and young people are those who are:
- Child Offenders subject to referral for a youth justice Family Group Conference because of offending under s14(1)(e) from the Police;
- In the Custody of the Chief Executive under s238 (1)(d) Youth Court remand orders;
- Subject to Supervision with Residence, Supervision with Activity, Supervision, and Intensive Supervision Orders;
- Youth justice children and young people under a formal care (custody) status with Child, Youth and Family (including s139, s140, s78, s101, s102, s110);
- Sexual offenders.
All "high risk" children and young people will have an individualised SMART plan which will ensure that they are appropriately supported, supervised, and monitored. The plan will be agreed with the youth justice supervisor and, where appropriate, the care and protection supervisor.
All "high risk" children and young people not on a residential placement have a minimum requirement that the Youth Justice Social Worker (or in limited circumstances a nominated person) has a face to face meeting with the young person as specified in their individualised plan (note key information for minimum standards) and clearly records the outcome of the meeting in CYRAS.
Where a young person determined as "high risk" is in a rehabilitation centre, psychiatric unit or other treatment centre they continue to be subject to this policy.
The youth justice manager will maintain a list of high risk children and young people at a site level and review/update it weekly. The list will be signed off as up to date and forwarded to the Operations Manager weekly for their review. This information will be part of monthly governance reporting by the Regional Directors.
